40 ft High Tree with Unique Blooms - Help!

    This tree blooms once every year or two. Right now more than 30% of the tree is covered in the blooms.

    No one we know including a few nurseries have seen anything like it.

    The tree is about 40 ft high - very rough bark at the lower part.

    The picture captures the leaves and blooms well.
