1 plant or 2? What are they???

    I saw these in June in San Francisco. Specifically in the University of Berkely Botanical garden. Can't figure out if it's one plant or two...
    Sort of looks like young Echium and an Aloe or Agave but I can't be sure. Anybody have an idea?

    Hm, interesting... maybe a Dasylirion sp. ?
