Royals get VERY big. They can be as tall as 40-60 feet and get almost as big around. 40 feet from your house should be fine, though.
It's pretty rare for a Royal Poinciana to get bugs. Try planting it in the ground with fresh dirt and mushroom compost.

It also might help for you to remove anything from around the base of the tree. Plenty of sun and a dry period would help.
