Flowering bush in Mexico

    Hello,
    I am looking for information about a flowering bush that the people here in Saltillo Mexico call bogenbillia. The spelling may be absolutely wrong, but that's the sound of things.

    The flower appears at the end of the branches, more like the leaves themselves take on different colors. The colors are vivid, red, purple, pink. They seem to grow like weeds around here. However we have four of them in our garden, and we are getting very few flowers (one or two or none at all). Other similar bushes have hundreds of flowers all over the Bush.

    My questions are:
    1 what is the name of this Bush
    2 what can I do to make them flower, or increase the chances of them flowering
