What can I grow up an ugly concrete retaining wall?

I live in a condo that had all the limited common gardens removed from in front of a concrete retaining wall that directly affects what I look at. We have to use plants in pots, but am wondering if I can set a few pots along the wall with vines in that would cover the grey concrete and quickly provide some greenery again. The wall is about 76 feet long and from 7 feet to 9 1/2 feet tall. My neighbour and I have had our garden suites turned into concrete cell blocks and are desperate for some creative and not too costly solutions. Strata is very reluctant to replace the limited common gardens
    (that's another issue!)

Can anyone provide some ideas or assistance?
    Thank you.

    Hello in Van
I might hang heavy fish net and attach small moss baskets for herbs
    if light permits.

Love the net idea. Are you allowed to use paint and combine that with plants or do a trompe l'oeil as back ground and use plants to do a 3D effect. This would give you a feeling of distance. You could even use a rose arch and hang baskets from it. The ideas can be very simple or if you have a good artist maybe a community paint up
Just an idea. Oh while I remmeber mirrors care also an interesting idea to get a more spacious feel....sorry getting carried away

Certain ivy-like plants climb via suction feet and will climb up such a wall. Ivy itself, horrid stuff that it is because it is spread by birds into wild areas so I would never grow it, does that; but so does Schizophragma and a few others. To expand on the net idea, your other option is to install trellises/nets/chains/netting or anything else for twining vines like clematis, akebia, etc to grow. You don't say whether sun or shade...
