Identification: Egg Sac(?) on Dwarf Alberta Spruce

    Please reference the attached image for this post and note that the image is not upside down.

    I discovered these, whatever they are, on my Dwarf Alberta Spruce outside Seattle, WA. I've never seen these before and these are the only two I could find. I believe them to be egg sac's of some kind, but I don't know what (friend or foe?) and it'd be great if someone knew.

    What's so odd is that the they're suspended above the branch and needles instead of hanging down or placed in the needles where it'd be safer. If these are egg sacs it strikes me as very odd to place them like this.

    Those look like spore cases. I'm not sure what of though. Maybe Haircap Moss but I think that is terrestrial. I don't think they are egg sacs.
