Disease? What is on my fir tree?

This tree has some weird balls growing on it, it looks to be affected almost all the way to the top. Could anyone here tell me what's going on and whether I should be concerned?

Looks like burls of some sort - probably harmless.

The tree is a Ponderosa Pine, not a fir.

Might be pine gall rust.
