Magnolia? Rubber, fig?

Having a hard time figuring out what this tree is. Plant apps are saying it might be a magnolia, laurel, rubber tree or fig. New growth has a slight red, powdery white appearance that kind of looks like a flower but not quite. This is a young tree planted by our city.

 

Any sign of flowers yet?

Can you please provide some photos of the leaf arrangement?
Are they opposite, alternate?
It looks to be whorled from the angle.
The branch in the background looks a little like eucalyptus or corymbia
I recognize the kangaroo paw beneath it

 

Lophostemon confertus has leaves clustered at the branch tips like that.

The leaf orientation is also correct for Lophostemon.
Euc’s are vertical
