In The Garden: help with identifying this plant

    This tall flowering plant comes up every year. Anyone know what it is?

    Also, what is eating its leaves?

    Since it has clean edges and the missing parts are fairly big probably the damage is being done by leaf cutting bees. But I have no specific knowledge of this plant species being on the menu, it would be best to see the insects in action before deciding you knew which kind was doing it.
