just put in a Sarah Bernhardt peony from CDN tire. It was probably a gallon pot. It had one flower on one stem. My neighbour cut the flower off at the top. Will this kill it? Help it foster more root growth? Set it back? Be a good thing for it? Just because, if she goes to do it on the other peonies I put in....want to know if I should stop her.

No harm done, but slap her around if she doesn't leave your property alone.

Lol, I live in a townhouse, and she’s kindly taken on watering. I know it’s with best intention, I can’t find anything to say yay or nay.

OK, if you can't pistol whip her you need to create a situation where you express how much you love the look when they are on the bush, and how proud you are of your Peony bush. If she is truly sensitive to your needs, she should get the hint. You need to start the conversation so it's easy to make your desires known before she says how much she loves them in a vase in her place. Good Luck!
