Identification: Ground Plant with Needle Leaves and Purple Flowers that Grow in Upward Bundle, then Bloom Downwards

    Hello Everyone,

    Do you know what this plant is? It is small, has needle leaves, and purple flowers that grow in an upward bundle, but turn downwards during bloom.

    Location : Pacific Ranges
    Elevation : 1100 m
    Season : Late July
