Another one unknown

Seen at Bréhat in France. Z8/9
What is it. It was in a nursery. Plants are coming from SAfrica, NZealand, Australia...
Could it be Baeckea ?

Looks like a species of Ozothamnus (Asteraceae), possibly the Tasmanian O. ledifolius.

I told your idea at Bréhat but they doubt because the shrub is only 20/30 cm tall when mature. So what could it be ?

Small size would not rule out Ozothamnus. Some are very dwarf shrubs from alpine habitats.

However, I recalled that there are some members of the South African genus Phylica (Rhamnaceae) that show a parallel growth and inflorescence form. Check this one - http://www.plantzafrica.com/plantnop/phyliceric.htm
