Looks like Hymenocallis, a plant I am not very familiar with. But all the images online show flowers with foliage, so maybe not.

First come the flowers without leaves. After the flowers come the leaves. So this plant is as nature intended and not mutilated.
I have a Nerine bowdenii that is flowering with leaves. The leaves came first. The ones I've seen growing in Vancouver have leaves when flowering.
