I have no idea what type of plant this is. Can spruce trees grow like shrubs sometimes? The needles kind of look like that of a red spruce. Any help would me much appreciated.

I don't think the title 'Birds nest' is specific to anything. Its just a term some folk use for the habit of the tree (flat topped with a slight indentation at the centre). I've heard it used for quite a few of the dwarf Tsuga varieties before.
In northern Oregon, the "Birds Nest" tag more or less is attributed to the small Birds Nest Spruce. Not my favorite plant. The few I like are like 25 years old or older where some kind of low canopy can be formed.
I'm used to bird's nest spruce being used for 'Nidiformis'. Which the plant shown might be, but isn't necessarily.
