Hi, We moved into this place that already had an herb garden. And we are going to still use it as one, but there are a few things that came back that we aren't sure what they are. Yes, due to the willow-like leaf shapes at this stage of development the general appearance is like Buddleja davidii but when you click on the pictures for a closer view the old wood looks like mock orange and the leaves have kite-like marginal teeth. Don't remember these being usual on butterfly bush, although the tender B. japonica does produce them. These are quite usual on Philadelphus. A closer view of the leaves would make it possible to tell, if there is wooly hair growth that would point to butterfly bush.
It does have fuz or hair on the underside of the leaves. I'm not sure if you would call it wooly though. GraceH
