I bought mine at the Shop in the Garden here at UBC. They can source it for you, if you call ahead (as I imagine most of the larger nurseries could)

I am not aware that there has been any reports of widespread flowering of Phyllostachys nigra, the black bamboo, yet. The mass flowering of specific clones of running bamboos, especially in the genus Phyllostachys, occurs very rarely, perhaps after 100 years of the clone's emergence. However, there has been sporadic reports of flowering. For example, all the black bamboo at the LA Arboretum reportedly flowered in the spring of 1990 - but some survived.

I would, therefore, be suspicious of any "black bamboo" (specifically Phyllostachys nigra) seeds offered for sale.
