I would trim it. Get rid of all the leggy bits and it *should* come back more compact and bushier

It's a few years overdue, looks like. I'm no expert on hebes, but in some plants fall pruning can generate a growth spurt, and new growth won't harden off before winter if I understand correctly. On the other hand, the new shoots already sprouting from the bottom should be hardy enough. If not now, then in the spring definitely take off a good few of those leggy sprouts at their base.

I take it that hebe takes pruning well? I have a small one that I moved from a bad spot to one with better conditions but its very leggy. I didn't prune at the time as it was,and still is flowering.
