My California Lilac is turning into a tree in front of my eyes and is starting to block the view. I guess I would have to prune it with some green still showing?

If I remove it, does anyone have any suggestions for flowering shrub replacement. It is in an exceedingly sunny area in a concrete planter.

I don't think there will be a way to do a restorative prune on the California lilac.

You are looking for a low-growing flowering shrub? Maybe have a look at something like Cistus or other rock-roses.

Or replace with a Ceanothus variety that is more dwarf, if you like the look and the fact that it's evergreen. There are even ground cover height species available, and I have been successful in growing them in Vancouver (south/west exposure, zero watering).
