This plant has me stumped...

    Looks like Daphne laureola. It's considered to be invasive.

    That is the infamous and invasive Spurge Laurel, Daphne laureola. It seemingly has everything going for it - attractive, evergreen leaves, resistance to pests, drought tolerant, bird friendly . . . . . . . . however it self seeds prodigiously (partly because of birds) and displaces native plants that are more desirable in the environment. It has been compared to Scotch Broom as a threat to local ecosystems; in any case, it is difficult to eradicate once its tenacious tap roots get more than a few inches long. On top of everything else, it is quite toxic and contact to its sap causes skin irritation with some people.

    Like other daphnes virus susceptible so a colony can sometimes sicken and die out instead of growing ever larger

    In the case of D. laureola, we can only hope.
