Is the Orange Firecracker Vine a perennial?

It is in our zone 7-8 garden. In our garden, down to -10C, the woody vines survive, to produce new shoots the following year. However, I always collect some seeds and grow an extra one in a container to overwinter in a cold greenhouse for insurance. It is easy to germinate, and grow vigorously from seeds.

Washington Park Arboretum, Seattle, has or had (haven't checked recently) one or two on a fence near the Graham Visitor Center for some years, so it can overwinter here for quite awhile in some positions (fence is in the open but there are trees around to cut much of the wind).
