Arbutus: Growing Arbutus From Seed

I recently purchased some Arbutus seed from the gift shop at Butchart Gardens. I followed the instructions for germination by placing the seeds in a moist paper towel and kept them in the fridge for 30 days. I then planted the seeds 1mm below the surface of some peat moss and placed it outside for the entire summer. The seeds did not germinate. It's now late fall, but I'd still like to try my hand at germinating and growing one of these majestic and gorgeous trees. Suggestions?
