i recently found a plant called Mikado Gold. it had a copyright tag on it and it says, propagation prohibited. does this mean that you must have a license to propagate it. can anyone explain why is this?

Patented plants may not be multiplied for sale in the USA.
Personal use is not prohibited. Your laws no doubt vary.

Do a web search for plant patents for additional discussion. Trademarks and registered trademarks are also employed when marketing plants.
