Identification: Conifer in park

Found this unlabeled conifer in Garden City Park, Richmond, this morning.
About 45 feet tall and about 12 feet wide at the base. The tree trunk is hidden
from view at the base. Cones are greenish. I suspect this is not a local tree.

 

A Giant Sequoia (Sequoiadendron giganteum)?

The cones looks very much alike what I found in the web.
The shape of the tree differs from those in the web. I guess
may be this is still a "young" tree and is under well care,
so that the lower branches are still attached to the trunk
and hide the trunk from view.

Confirm, a young Giant Sequoia.

 

A blue variant, habit and size would suggest 'Hazel Smith'.
