What is causing my Japanese Maple to be green from one branch and red everywhere else?
The green branch started last year and I have had the tree 9 years.
Do I need to remove that branch or let it grow?

@Abbey Cahill good afternoon Abbey and welcome to the forum, I'm thinking you may have a high graft there and the red was grafted onto green dissectum root stock which is now growing at strength.
To keep your tree the lovely red I would remove it back to the trunk. You might get a bit of bleed but it should be fine.

Even above the graft, it's not that unusual to have branches revert to a more common form of Acer palm-oenum.
In that case, you should prune these branches because most of the time they're stronger than the grafted cultivars and will take over.
