Flowering Dogwood Water Sprouts?

    Hello! I am new here. Hoping someone has some advice. :-)
    I have a hybrid flowering Dogwood, as shown in the photo. If I remember correctly, it's part of the Stellar series by Rutgers University.
    I'm hoping for some clarification as to whether the super long shoots that have appeared this year are actually water sprouts and if they are, is it too late to prune them? This photo was taken about three weeks ago. It now has leafed out and is flowering.
    I suspect I either pruned the same sort of growth too hard last year, or have given it too much fertilizer or the wrong type of fertilizer.
    Also, should I prune them right down to the trunk? And how can I prevent this happening again?
