Do small, white spots on the leaves of a Dracaena Marginata plant indicate sunburn?

No, they usually indicate spider mites or a similar juice-sucking pest. Take the plant outdoors and give it a good, thorough soaking with a mixture of a few drops of unscented dish liquid in water - this will get rid of any little nasties.
