I lost two well established clematis montana vines this winter due to cold weather (zone 8). I cut the vines back 1 foot from the ground a month ago, but don't see any new growth yet. Could the roots be dead too?

Quite likely, I'm afraid. You're not the only one who has lost one this past winter - see this thread
