Unhealthy Hawthorn

    I was having trouble with blackfly attacking my Hawthorn hedge for a few years and so sprayed it the summer before last with a Greenfly/Blackfly spray. I thought that I had somehow killed it as it looked burned. However, since then the plants have remained alive with sap in the stems and have had a covering of tiny buds or very small leaves ( very tiny, less than 1/4 cm across). The hedge is now about 7 years old and so I am reluctant to pull it all up although I have replaced plants that have obviously died. So far the hedge has been like this for two years. - Any ideas please. ( I can include a picture of the buds if that makes any difference )
