Red Twig Dogwood tight curled under leaves

    All of these shrubs in my townhome complex have this problem. Under normally shaped leaves there are clusters of malformed, tightly curled under, dark green leaves. Any ideas what is causing this and what to do about it?

    Maybe an insect of some kind.

    I have looked quite closely including under leaves and I don't see any. However, they could be there in microscopic size I guess. Thanks for your response.

    Or possibly have been there when the new growth was unfolding and now gone ? Maybe if you uncurl some leaves something may be evident. A photo may help someone familiar with the condition, if possible. When you "Post Reply" you can scroll down to "Manage attachments" box and add a photo if you like.
