Sandra congratulations, that is its flower or infloresence. It could be a Vresia or a Tillandsia. Do you have a photo of the foliage?

The flower is dying... what to do when the flower is dying? Also, I see 2 little growths from between the leaves.

You can cut the flower stalk and continue to grow the plant as before. Those little growths are the "pups", "babies", whatever. Let these grow on the "mother" plant as long as possible. The mother plant will eventually die. I have typically just clipped off the the dying foliage from the mother plant, and eventually, all that will be left are the new plants. Those plants, in turn, will flower, produce pups of their own, and eventually die, leaving the the young ones to continue the cycle.

I have found the best time to purchase bromeliads is after they have flowered, are looking a little "shabby", and having multiple pups. These are usually on sale, as well. Bonus.

How deep to cut the stalk? Deep into first top foliage?

Clip it off close to it's base, or as close as you can get to it.
