It was Mutinus caninus for me... with green slime. :) I got rid of it by just ripping them out one by one and holding off on mulch delivery.
I live in PA, I have these orange horned (carrot shpaed) hollow fungi with geen slime growing out of wood chip mulch just like the pictures shown!...
