Not where you are, but yes in USDA zone 6b and warmer it can seed prolifically.
In your area it may never flower because it freezes to the ground each Winter.

I've read of mixing the seeds with an equal volume of potato flakes (instant potatoes).
Then sprinkle the mixture over sterile potting mix. Wet thoroughly, cover with saran wrap
and keep in bright light (no direct sun) until seedlings appear. Never tried it as my trees
    are cutting grown sterile hybrids.

NO! Use commercial instant potato flakes.

Mine was over ten feet tall from a 4 inch cutting in one growning season,YMMV.
Seedlings are generally coppiced the first season in Winter then the tree regrows
to such a height in one season. Seedlings may only grow a meter or so the first year.

These are Paulia Tomentosa seeds aka Princess Tree and grow in Zone 6-9 I believe? There is a lot of information on Paulia Tomentosa.

Can you kindly tell me where you ordered these seeds because I want to grow one of these beautiful Orchid Like trees in my yard on Vamcouver Island

As a known invasive species it's regulated in some areas.
You'd be better served checking your by-laws first. In
any event sterile hybrid cutting grown trees are available
    and safer to plant.

I don't think it's regulated here on the island. It's sold in every nursery.

It's beautiful tree, but I wouldn't plant one. I hear it suckers relentlessly.
