I have several woody plants (fringe tree, florida anise, viburnum) that have browing/curling leaf tips. My extension agent says the plants can't take up the mositure they need. What can I do to find out if this is the problem and correct it?

why cant they take up the moisture? vascular disease? lack of water? excess salts? root problems ?

It's possible that the soil they're in is so fine and has compacted such that it's clogging the plant 'pores' so no water can get in. You need to repot into something that's not peat-based (most potting soil is!) and that has a lot of grit in the mix allowing water to drain right away - and don't let it sit in drain water either or roots can rot if water is pulled back into the drain holes.
