First, it was the Japanese beetles, now this. I'm seeing long blackish lines on the stems of many of my roses. I suspect from this hatches small insects that eat the leaves. Too small to photograph without a macro lens actually. I also found some larger caterpillar like insects that may or may not be related to those blackish lines. Any idea what these might be?

I don't know (didn't check pics) but you can always spray neem oil on your roses (try not to get the pollen of open roses as it can harm pollinators) and it will kill any caterpillars that eat it.

I am uncertain whether neem is registered for pesticide use in Canada. It used to not be, but it looks like there was recent consideration of some commercial products. Maybe someone can update?

I assume this means they stopped the research. It cannot be sold in Canada as a pesticide. The last time the (hc-sc) talked about it was December 2012.. all the Canadians gov. website says is :
Aphids; Flea Beetles; Leafhoppers NeemAzal 1.2% azadirachtin AAFC08-032 Project Withdrawn
