    I think these pictures are not enough to a correct ID, (I can't see the leaves, no fruits, etc.,) but it can be a Foeniculum vulgare, you have to check the smell...

    It is not Foenicum becasue it grows in marshy areas or along the roads and abandoned lands

    I think it is Ferulago campetris
