I wanted to replant a tree rose that is growing on a slant (in order to make it appear perpendicular to the ground). Unfortunately, it is beyond staking at this point and I'm not sure why it grew this way as it receives the same sun as the tree rose beside it (which is growing straight). Any advice/tips on replanting, or why it grew this way to begin with, would be much appreciated.

Sounds like it leaned over due to the weight of the top. If you can't pull it into an erect position and stake it, then you will have to lift it and replant it in the desired orientation.
