It looks like Passiflora foetida (stinking passion flower), which is identified as a weedy species by a number of authors. Thanks to David Tarrant, who is familiar with tropical plants and who recognized the interesting glandular bracts as potentially belonging to a passion flower. I haven't seen this one. There is another weedy passionflower with tiny, green flowers and black fruits that I have seen quite a bit of there--including on chain link fences.
