Almost certainly a Phacelia, but I don't have the references at hand to suggest a species or eliminate all of its relatives as a possibility.

Phacelia hastata I think you are right -- but when I was looking at pictures I found another possibility -- the varileaf phacelia, Phacelia heterophylla which apparently is similar to the Phacelia hastata var alpina. http://www.larkspurbooks.com/Hydro2.html I will do some more digging as well now that you have steered me in the right direction.
