new infections on Eucaliptus tree?

This is an infection on Eucaliptus globulus in my garden The tops of the tree are like this, and one of the eucaliptus barks is like a resin. Will it infect the other trees exept eucaliptus? How are they called and is there a solution?Thank you

 

The bumps on the right look like galls.

 

it looks like it. I opened them but I do not have a microscope to see it in details. All the eucaliptus tree are infected at the tops, the new branches.
