Name of Tree

    I dont Know the name if tree in the attached Image.

    Please identify said tree and tell me if the appearance of the dead leafs (appearing after flowering) is a problem.

    Japanese cherry. Yes, dead shoots are diseased. However, pruning them off may be adequate.
