Is this poisonous hemlock?

I found this in my yard on Pender Island. I was recently reading about poisonous hemlock and this has some purple blotches on the stem. I did not notice it last summer.

Certainly looks like it. Does it have a strong musty smell?

 

It has a disagreeable smell. Rather strong - especially when I cut the taproot.
