Identification: Is this a fungi? If so, what is it called?

Firstly I would like to know whether this is a fungi or lichen? Initially i would have assumed they were very small mushrooms, but upon doing more research into lichen, I have seen some lichens that look a bit like this too. Can someone please identity it and tell me what its name is? Thanks

 

It may be Pink Fairy Upchuck, Icmadophila sp., though my memory is saying there are two lichens like this, one on bark and one on rock, and I just can't recall what the other one is called.
