I have a golden chain tree ( laburnum ) for four years and it hasn't flowered yet.
It is over a meter and half tall, healthy but no flower.how long does it take to
    flower ?

Laburnum usually needs to be 2-3 metres tall before it flowers. Give it a couple more years. Maybe longer, if it is in shade for much of the day.

Probably a seedling that will have to get bigger to bloom. Grafted specimens of named forms often flower at size purchased from garden center.

I have seen laburnum saplings barely a metre and a half tall flowering. Not very thickly but still flowering, these saplings were always in the sun though....
