    Hello,
I am the guy that ends up with rescue plants. Usually I have good success, but I rescued a dracæna a couple of months ago that seems to have s from neglect. The top was withered and stiff, but the base leaves are still quite green and upright. So far no new growth has emerged. Any suggestions?

This is likely to be a cutting, going by how the leaves are right up against the soil line. Dracaenas produce sprouts from the stem when the growing tip is damaged, which appears to be case here. However there is little area from which new growth can appear in your plant. Therefore I speculate that it may take sometime for new growth to appear, if ever.

This is the pot that I got it in. Would it help to raise the plant up to expose more of the stem?

You may want to wait to see if you'll get more replies since this is conjecture on my part. Having said that I would gently dig around the stem to remove the soil to see where the roots begin. Once that's known you can then try to scrape away some surface soil to a similar depth. You may want to take extra care working around the stem as there may already be some growth developing.

Good to hear. Thanks for the update. Could you post a photo of the new growth? It may be useful for people following this thread.

So it turns out you didn't really need to expose the stem. Oh well.
